About Ayushman Bharat Start-up Grand Challenge


Ayushman Bharat PMJAY Start-Up Grand Challenge is a call to action for the Indian start-up community to generate cutting-edge solutions for supporting the National Health Authority towards more effective implementation of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and empowering 500 million people to gain access to affordable healthcare. It is a unique, first-of-its-kind opportunity for start-ups to be a critical participant and stakeholder in implementing AB-PMJAY, the largest government-funded health assurance scheme in the world.

Start-ups engaged in sectors such as Medical Devices, Digital Health, Health Communications, Hospital services and Hospital Management, Medical workforce training and capacity building, among others are invited to solve a set of problem statements reflecting select implementation challenges of AB-PMJAY.

Following a rigorous review process, the best-in-class, potentially game changing solutions that have shown measurable impact or impact potential, will be selected for funding and supported on accelerated development and deployment. The winners will be recognised on the national platform and will be rewarded with cash prizes, business acceleration, mentorship, funding connect and get opportunities for pilots and validation and public procurement support. The final winners will be connected with the State Governments to explore opportunities for adoption and deployment in the field.

To apply, start-ups must meet the below eligibility criteria:
  • Start-ups as per definitionset by Department for the Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce, Government of India and Start-ups recognized by DPIIT.

  • The innovation must address one of the problem statements as highlighted under the Ayushman Bharat PM-JAY Start-Up Grand Challenge.
  • In case of medical technology (bio-medical) device start-ups, the product or service must be of Technology Readiness Level (TRL) 5 level and above as specified by BIRAC and should have CDSCO/FDA/CE or equivalent certification.

Indicative Sectors

Start-ups aiming to improve operational efficiency of service delivery of AB-PMJAY and having applicability in healthcare market can apply from any of the following sectors:

  • Bio-medical devices
  • Digital health (Analytics, IT & ITeS for Fraud Control, Privacy and Data Security etc.)
  • Health communications (Information, Education and Awareness generation)
  • Hospital services and hospital management
  • Medical workforce training and capacity building
  • Quality assurance of service providers
Evaluation & Selection Criteria
  • Innovation : The product/service should be innovative and aim to provide low-cost efficient and high-quality solutions. IP information in the form of patents, copyright etc should be mentioned by the startup, wherever applicable.
  • Applicability : The innovation should demonstrate applicability and business viability and address a specific implementation challenge.
  • Scalability : The start-up should have a scale-able business plan and demonstrate the potential for commercialization.
  • Sustainability : The innovation should show potential for long-term use in a low-cost, affordable way.
  • Leadership : The founding or leadership team should be relevant to the business and should demonstrate knowledge, capability and passion to drive a thriving business while solving the problem at hand.

Problem Statements
  • There are 7 problem statements identified as implementation challenges of AB-PMJAY with wider ramifications for Indian public health system and healthcare industry.
  • A start-up can apply under only one of the problem statements in one application. In case, a start-up has a solution for more than one problem statement, it may register as a separate account and under a separate application.

Preliminary check, and First level evaluation
  • On receipt of applications, there will be a preliminary check and conduct due-diligence to scrutinise the applications. Applications will be screened for their eligibility and completeness. Entries found incomplete or lacking necessary documentation will be disqualified.
  • Next, an interim jury of experts in healthcare business and public health will review the eligible applications and shortlist the best entries on the basis of an evaluation criteria as set by NHA. Start-ups with the highest scores will be selected for the semi-final round. At this stage, there will be no physical contact of the jury with the applicants.

Semi-final Rounds

Shortlisted start-ups will be invited for the semi-final round to make a live pitch and present their solutions to a jury panel. The jury will ask questions and evaluate them on the 5 core criteria – Innovation, Applicability, Leadership, Scalability and Sustainability. Results will be announced for the finalists later and the finalist start-ups will be informed by email and invited to participate in the final round in New Delhi.


Final Round and Awards Ceremony

The finalist start-ups will pitch their solutions to a Grand Jury comprising eminent persons from healthcare industry, public health, top investors, and Government.

Each start-up, represented by co-founders, will present its solution to the problem statement in front of a live audience.

Based on its decision, the Grand Jury will select the winners, who will be awarded and recognised at a grand Awards Ceremony.

  • To begin application, first Register, create an account, and select the ‘Problem Statement’ which you want to apply for. Please note that start-ups can apply for only one problem statement under the challenge.
  • Ensure that the application is complete before submitting it. National Health Authority (NHA) reserves the right to disqualify any application, if found not meeting the basic eligibility criteria or incomplete.
  • Applications will open from 1st October 2019.

Important Note:

1. The above timelines and dates are tentative and subject to revision by the National Health Authority (NHA). NHA reserves the right to reschedule planned events as it may deem fit.

2. Startups selected for the semi-final round will be informed through email.

3. Results of the semi-final round will be made available within one week of the semi-final round. Startups selected for the final round will be informed through email and invited to make a live pitch at the grand finale.

4. Winners of the grand finale round of Ayushman Bharat PM-JAY Startup Grand Challenge will be announced at the Awards Ceremony event.

 

 

  • Rules for participation in Semi-final round
  • Application for the Ayushman Bharat PM-JAY Start-Up Grand Challenge is ONLINE only through the official website.
  • Those start-ups that meet the definition of "Start-up" as established by DPIIT Start-Up India are eligible to apply.   • Start-ups can apply only for one problem statement through one account. In case, a startup wishes to apply for more than one problem statement, it will need to create a separate account for every application under a different problem statement.
  • Application once submitted, cannot be edited.
  • Information/Updates about the challenge will be communicated to email ids used for registration while creating profile on the Startup India Portal.
  • Decision of the Jury at all stages of evaluation - Online, Semi-Final and Final - will be final and binding.
  • Startup will be disqualified if found not adhering to the rules and regulations and if found to be fabricating information.
  • Disclaimer : National Health Authority reserves the right to make changes in any aspect(s) of the Ayushman Bharat PM-JAY Start-up Grand Challenge at any point of time as it may deem fit and necessary.
  • The jury must evaluate all applications fairly and in an unbiased manner.
  • The jury is required to evaluate all applications using the evaluation criteria as set by NHA and no other criteria.
  • The jury shall use its expertise and experience when evaluating the entries and scoring the applications, and shall always maintain integrity.
  • The rules listed for evaluation should be closely followed.
  • Telephonic or physical interaction with applicants is not allowed at the online stage for evaluating applications unless required by NHA.
