About Research at NHA
Building and promoting a research culture is an important objective at NHA. The Monitoring and Research (M&R) division at NHA is continuously conducting quality research in the form of various working papers and policy briefs based on PM-JAY package utilization and data triangulation with State-specific disease patterns to identify priority areas for the scheme as well as provide evidence to support policy changes.
The M&R division at the National Health Authority (NHA) is primarily responsible to the track Key Performance Indicators (KPIs) of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and evaluate the achievement of targets. Undertaking and coordinating research that is action oriented remains another key component of the M&R division. The division is working with several academic institutions, research organizations and international development partners on various research and evaluation studies.
NHA believes in promoting research in health insurance, health policy, health economics, health informatics and other areas relevant to PM-JAY by individuals/organizations through partnerships, data sharing for independent research as well as other R&E activities.
Research Studies Ongoing
There are many studies which are ongoing at NHA. These range from studies on gender equity, analysis of implementation models and transition to Health Benefit Packages 2.0 to a primary study for comparing the survival and readmission rates in PTCA/CABG packages. These studies are being undertaken with various divisions at NHA as well as external research partners.

Research Studies completed
Since its inception, many research studies have been undertaken based on the needs of the program and the evolving context of health and health insurance in India. Earlier on, the studies focused on identifying early trends in utilization related to high value packages, aspirational districts, State/UT health needs, hysterectomy packages, hospital processes, awareness of scheme, impact on supply side amongst others. As the scheme matured, research related to quality of care, empowerment of government hospitals through PM-JAY, utilization of portability services, palliative care under PM-JAY etc. was undertaken. More recently, the effect of Covid 19 on AB PM-JAY has also been studied. The completed studies can be seen below.
NHA has been leveraging the expertise of various academic institutions and development partners for conducting research studies which are in line with the objective of NHA. This includes national and international institutes like National Institute of Public Finance and Policy, Goa Institute of Management, Massachusetts Institute of Technology, National Institute of Mental Health and Neurosciences, Insurance Institute of India, Public Health Foundation of India etc. In case of development partners studies have been undertaken or are ongoing with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), World Bank, World Health Organization etc.
Data Requests and Collaborations
All the research conducted at NHA goes through a defined approval process by the Technical Advisory Committee (TAC) constituted at NHA. The said committee consists of both external and internal experts. All research proposals need to be submitted to NHA in the ‘Proposal Submission Format’. Post approval a Non-Disclosure Agreement (NDA) will be executed and the study can commence.
NHA supports and encourages independent research studies. Any individual or institution/organization desirous of conducting such research studies may directly submit a request in the ‘Data Request Format’ along with the concept note of the proposed study to email@example.com. In addition, a signed NDA (given below) is also to be submitted along with the data request.
